We had nothing to do with what happened in Miami. That attack was Soviet-backed, undoubtedly -- got their fingerprints all over it. Unfortunately, any place imPorts collect themselves is gonna be a target for our overseas enemies. S'why we want everyone to take this seriously.
[And here Hans kicks in his charm power, knowing full well that if Holiday doesn't want to tell him anything, it's not going to work. Still, worth a shot.]
I don't think I can tell you much more than what y'might read in a book -- the Soviets have a particular idea of doing things which tends to mean forcing everyone around 'em to do things their way. Taking power from those who earned it, shutting down opposing sentiment, shutting down political and individual freedoms. We didn't like that much, so we intervened.
Hell no, we can't do that. It's a cold war, means we aren't getting ourselves directly involved. Sending imPorts over would definitely be a declaration of something grander.
Some of us have a different way of 'cleaning up messes' than other.
And, one final question--this time about the Porter, not the Soviets. [and here, to Hans's credit, he at least SOUNDS like this is taking a lot out of him and that he's very sad about it.] I always assumed you had no control over when people arrive. Is the same true about when they leave?
You have different people from different universes with different expertises--some of whom have had prior experience with machinery like this. I thought you'd be letting them study it.

Mind telling me more about these Soviets?
voice;
And they didn't like that much.
voice;
Surely we could just send one or two of the more powerful imPorts over to teach them a lesson?

You said yourselves that the sharks were from the Soviets. How is that not the declaration we're looking for?
Unless, you're worried that we can't beat them if this were to escalate into an actual war.

That's the...president's authority, isn't it. [and cue the aggravated sigh.] So what can you do about Soviet attacks like the sharks and the monorail?

Yes, it is. Y'lose someone, kid?
voice;
Hasn't somebody tried controlling that machine?
