You realize that contradicts itself. "We're not in much contact" while "most are under military protection." Not that I blame them for wanting to stay uninvolved... I can't imagine recent months have been smooth for them to endure.
I'll rephrase: I'M not in much contact with them. They do got their own specialized liaisons for assistance and safety and the like, but in light of what's been happening here a quiet life is what they seem to prefer.
If we gained control over the Porter again, what happened next I imagine would depend heavily on the situation at the time. Plenty might happen by then for all we know.
Should they be? There's some degree of innate ability to want to misunderstand each other, when it comes to war... cold or otherwise. Though I have to say, the temperature around here isn't as frigid as I keep being told.

Captain Holiday? It's a pleasure to talk to you, I'm Curt Connors. I was wondering...well, I had a doctorate back home. And obviously, you can't really transfer diplomas across dimensions, especially when your home university doesn't exist here. [ no, Connors, you're rambling, stop. ] Anyway, what I wanted to ask was, how exactly would higher education obtained in a previous dimension work if we were applying for jobs or trying to gain a promotion in our own jobs?
Dr. Connors. How d'you do? [ A polite pause. ] Depending on the jobs you're looking for, there's a system in place to allow for imPorts to take qualification exams for higher career advancement, in such cases.
[ he is the most excited lizardman ] Oh, I'm not looking for a different job, or anything like that. I just want to advance from assistant research biologist to actual research biologist--so I can do my own work, you know?
Sure, I get it -- you just want a promotion. Well. [ There's a pause while he lights a cigarette up. ] I can get an advancement evaluation arranged for you, then. It usually takes them anywhere from a couple days to two weeks to get around to sending you an appointment date, but they try for sooner rather'n later. That okay?
